The people -to- people program: Guidelines for applicants

In the spirit of the peace process, and in the line with the Israeli-Palestinian September 1995 Interim Agreement, the two sides have invited the Norwegian Government to facilitate a joint People-to-People Program. Through this program the two sides wish to cooperate in enhancing dialogue and relations based on equality and reciprocity between their peoples, as well as gaining a wider exposure of the two publics to the peace process.

Criteria

Projects, which are proposed to the People-to-People Program, should meet the following criteria:

  1. Aim at enhancing dialogue and relations between Palestinians and Israelis.
  2. Be implemented jointly by Israeli and Palestinian organizations.
  3. Foster wider exposure of the two publics to the peace process through education and encourage public discussion and involvement in the peace process.
  4. Increase People-to-People exchange and have the potential to bridge between large audiences on both sides.
  5. All activities of project should take place in the region.
Proposals should correspond to the structure outlined below, and include detailed budgets and a description of the reporting mechanism.

Initial areas of interest are: 1) youth; 2) adult dialogue and seminars; 3) Culture; 4) Environment; and 5) School Twinning and Educational.

The proposal package includes the following:

  1. Proposal: The complete proposal, in English, must be typed and not exceed 5-6 pages, double -spaced. The first page should include the exact names of the co-operating Palestinian and Israel institutions, their full addresses telephone and fax numbers and E-mail address of the principal person on each side responsible for the proposal. The project's starting date and end date, as well as the total amount requested for the project should be included.

  2. Project Design Summary: (PSD) please note that in order to avoid possible misunderstanding, PDS sheet must be typed. Hand-written forms will not be accepted.

  3. Budget summary sheet: Budgets should be broken down into activities and categories of expenses. Please include publicity as one of the budget categories.
All proposals should include the following information, in this order:
  1. The First Page
    Should included, (Title, Implementing organization, addresses, phone & fax numbers, e-mail & Web URL, contact persons, requested budget, project start & end date, abstract of the project proposal).

  2. Title
    The title should indicate the content of the project

  3. Need Description
    A brief outline of the need,

  4. Project Description
    The various phases and activities should be described as the ways in which the goals will be achieved. Assumptions and risks of the project should also be listed.

  5. Project Leadership
    A description of the Palestinian and Israeli organization involved in project; names of principles who are responsible for managing the project; location(s) of project .

  6. Timetable
    This section should describe anticipated beginning and end.

  7. Input and Budget
    This budget should not exceed $20,000.
    The budget should be divided between the two NGO's, including required human resources and operation expenses. Precise and detailed budget items should be listed and explained. Bank account information for the participating organizations should be supplied.

  8. Outputs
    The expected outputs at the end of the project should be listed, indicating numbers of people involved where appropriate.

  9. Criteria of Success
    The criteria that may be used to determine the success or the achievements of the project should be indicated, expressed in number of people involved where appropriate. In addition, the application should contain information detailed in the enclosed project Design Summary form.

    Whatever assistance is needed to implement the project, and whether other funding agencies have been approached, is considered to be interested or has granted contributions to the project, should be clearly indicated.

The People -to-People Program has the right to reject any proposal.

Monitoring and Evaluation procedures.
  • Project will be monitored
  • The People-to-People Program reserves the right to evaluate any project. If it is decided to evaluate a certain project, an outside evaluation team may be engaged and a form of evaluation determined.
  • Project achievements will be reported in the Program's status and achievement repots and will appear on the program's website.
